A delegation led by Mo Jihong, Director of the Institute of Law at the Chinese Academy of Social Sciences (CASS), recently visited the Beijing DHH (Moscow) Law Firm in Russia for academic exchanges and professional discussions. The visit aimed to deepen practical cooperation in the legal sectors between China and Russia, and to jointly explore models and innovations in foreign-related legal services during the high-quality development of the Belt and Road Initiative. The meeting was attended by Yuan Yi, Director of Beijing DHH (Moscow) Law Firm; Cheng Wanqi, Executive Director; and lawyers Deng Juan and Zhang Kai.
　　The CASS Institute of Law and International Law Institute, as national-level comprehensive legal research institutions, have long been committed to innovation in legal theory, the practice of rule of law development, and the cultivation of high-level talent, serving as the &quot;national team&quot; of China&#39;s legal research. Director Mo Jihong introduced key topics from the Third and Fourth Plenary Sessions of the 20th Central Committee and the proposals for the 15th Five-Year Plan, focusing on strengthening foreign-related legal system development and improving mechanisms for international commercial mediation, arbitration, and litigation. He also highlighted the achievements of the Institute of Law and International Law Institute in theoretical research on foreign-related legal system development in recent years, expressing the hope to collaborate on talent cultivation, base construction, and think tank exchanges through this research visit.
　　Director Yuan Yi extended a warm welcome to the delegation. She noted that DHH (Moscow) Law Firm is the first Chinese-funded law firm to establish a physical presence in Russia and a founding member of the Legal Industry Chapter of the China General Chamber of Commerce in Russia. Since 2016, the firm has continuously served as legal advisor to the Chinese Embassy in Russia. Director Yuan Yi emphasized that the firm&rsquo;s legal team comprises both Chinese and Russian lawyers, with services covering civil and commercial law, criminal law, administrative law, and corporate law, among other areas. In addition to undertaking public-interest legal support activities, the firm is dedicated to providing comprehensive professional legal services to Chinese enterprises in Russia.

On the afternoon of July 6, 2025, a delegation from the China-Shanghai Cooperation Organization (SCO) Local Economic and Trade Cooperation Demonstration Zone visited Beijing DHH(Moscow) Law Firm for a discussion and exchange. A seminar themed &ldquo;Rule of Law Safeguarding Enterprises&rsquo; Compliant Overseas Development&rdquo; was held, and an award ceremony for the &ldquo;Foreign-Related Legal Service Station (Moscow) of China-SCO Local Economic and Trade Cooperation Demonstration Zone&rdquo; was conducted. Yuan Yi, Director of DHH (Moscow) Law Firm, Cheng Wanqi, Executive Director, Deng Juan, Administrative Director, and lawyers Zhang Kai and Wei Yin jointly participated in the reception.
　　To explore the innovation of cross-border legal service models and safeguard China-Russia economic and trade cooperation, at the seminar themed &ldquo;Rule of Law Safeguarding Enterprises&rsquo; Compliant Overseas Development&rdquo;, Director Yuan Yi, on behalf of DHH (Moscow) Law Firm, extended a warm welcome to the delegation led by Director Hao Guoxin from the SCO Demonstration Zone. He then gave a detailed introduction to the development history, personnel composition of DHH (Moscow) over the past 10 years since its establishment, as well as its services for Chinese-funded enterprises in Russia.
　　Director Yuan Yi also highlighted the firm&rsquo;s existing ties with the SCO Demonstration Zone. In 2024, the &ldquo;Moscow Sub-Center of the Research and Evaluation Base for Technical Trade Measures in SCO Countries&rdquo; was established in DHH (Moscow). This time, the &ldquo;Foreign-Related Legal Service Station (Moscow) of China-SCO Local Economic and Trade Cooperation Demonstration Zone&rdquo; will also be unveiled at DHH (Moscow). The law firm will take on important tasks such as collecting information on China-Russia economic and trade cooperation, serving China-Russia trade enterprises, promoting the joint development of bilateral standards, providing pre-service for product access, and facilitating China-Russia trade. It will also make full use of the advantages of DHH(Moscow)&rsquo;s foreign-related legal resources, talent resources and commercial resources to provide better services for Russian enterprises entering the SCO Demonstration Zone and enterprises from the SCO Demonstration Zone entering Russia.
